To all of you 'raiders' who think this is a bad idea: Suck it. We all pay for this game; we all deserve the same access to the game's story. "Hardcore" content should never have had any story content related to Bahamut (or anything substantially related to the main plot), since he is an important aspect of the game's history and future. Your reward for being raiders is the equipment. You are not entitled to anything more than that. Hell, given that we all pay for this game, as I said above, you aren't really entitled to anything more than anyone else, but I'll give you the fact that you may put in more time than others and grant you the one single concession of gear.

Of course, I still think there should be craftable gear available that is no less than one step below the best raid gear, but it's obvious that SE doesn't care much about crafting.
