Is this the Garlean Emperor? He doesn't look like Solus Zos Galvus, does this mean that he did actually die, and now his successor is taking over?

The emblem on the guy seems like a dragon. So either dravinian in origin/related to them in some way. Could also be some sort of faction that is related to Ishgard but that knows what is going on with the Holy See and is fighting against it with dravinians? Soo many ideas...

Someone on reddit theorised that he's a clone of the original Emperor created with all the Allagan tech the Garleans have been making off with, which sounds pretty plausible to me. That or like Remedi said it's the Echo.

Garlemald seems to be carrying on the legacy of the Allagan empire, and there are people in the empire known to have Allagan lineage, such as Nael van Darnus. We know the Allagans had some sort of fascination with dragons because they invented technology to control them, they enslaved Bahamut, and they used Midgardsormr as a guard for their sealed Primals.
Is it wrong to think it could be the Son of Zos Galvus? I mean empires are passed down through blood. And I'd like to point out the possibility that it could very well be Gauis with out his helmet. After all The Black Wolf is only MIA, we never found his corpse. Though I also theorise Gaius is Lahabrea's new host but that's a diffrent theory for a diffrent thread.
