The problem with skill speed is that it takes a HUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUUGE number of points to have a significant effect.

And I don't think that skill speed has any effect on off-GCD skills so your Spirits Within will still be up after 30s.
