There was an issue starting around October 7, 2014 in which customers whose Steam account region was set to Canada were experiencing errors with Steam Wallet transactions.

We are happy to announce that the issue has been addressed and recovery completed around 8:35 p.m. (PDT) on October 30, 2014 / 3:35 (GMT) on October 31, 2014. The service can currently be used as normal.
