Looking to get back into the game, is my server still active?

When I last played, as far as I know moogle was the highest population EU server. According to this http://xivsoul.com/ it is now one of the lowest population servers. Is this correct? And if so would it be worth the money to move servers or should I just start over since I have been gone for 6 months?

About the opulation, cant say, i'm on Ragnarok, according to your site, it's not well populate, but I still fint that there is quiet a lot of players on this server, or maybe it's just an idea, I dont know, have no idea how many players there is on other serveurs.

Is there a reliable way to tell what servers are most active?

Well, when servers get temporarily locked from creating new characters, it's based on the number of players actively online at the time. So any servers which get that lock frequently must have lots of active players.
Try periodically checking the "Regarding Character Creation Restrictions" notice on the Lodestone (particularly during whatever time of day you'd do most of your playing) and see which servers show up with the restricted "x" mark by their name the most often. That'd be a good indicator that they're crowded.
