No please. I've often queued for ST with friends and then withdrawn for the queue after it pops because someone in my FC or one of my LS-es asks to join us late. Let's say my party is almost full and we withdraw. That means the ST queue we just withdrew from would be down a FULL alliance. Let's say 2 parties did this in the same alliance, then the party that just got in, would be forced to abandon and requeue for ST.
It would be kind of funny though, because it would start with less than full teams. Then, those people withdrawing that are looking for a run in progress would end up joining almost immediately and fill up those spots. Everyone wins?

True a large group could be left out which' an important consideration however...
...just like FL's, this problem solves itself rather quickly as people have learned to use the Join in Progress feature.
Also the odds of your double-Alliance drop scenario are extremely slim I would imagine.
Unfortunately, this situation would suck for people like me who play at off peak hours. It won't be so bad during peak hours but during off peak, it will be near impossible for it to fill it up even using join in progress. I'd rather be stuck outside the instance doing other things rather than sitting in the instance waiting for tanks to decide to join in progress.
Or why doesn't SE just fixed the "In Progress" Que. Simply do not show the "In Progress" after you click commence.
Most of ST que can be fixed with not letting people fish for in progress.
Why can't I Like this more than once!? I've wished for similar quite often.
