Ah I didn't read that post, he may be waiting patiently for all the people to get tired and leave by their own? Pretty stupid thing to do for only 12M but I've seen stranger things, and my life experience always ells me to expect the worst, even if it's caused by incompetence.

But I hope it's as you say and it's just irresponsibility and OP can get her gil back eventually.
