For those that don't have a VPN service, many out there offer free trials that you can use to test against it. Some are just short term trials, others may offer an ongoing free version but limits your usage by hour or MB. I signed up for a Tunnel Bear account last year for testing, and it's still active to this day--500MB free per month (can get more free data if you promote them periodically via Twitter). If you need to use it a lot, unlimited data is $5 or less per month, depending on the tier you subscribe to. There are lots out there, shop around and test before you start paying though--can find them pretty cheap.
I thought it fixed the issue, but it still occurred today twice. If many people are getting this issue it has to be something that is country-wide, an issue with Montreal, or SE. If a lot of people are having this issue currently then I'm going to play the wait and see game.
