The in-game activities will very likely be done with premade characters on event accounts. Obviously I'm not SE so I can't guarantee this, but given the fact that it's been done this way for every event they've run it's basically a guarantee.
As for the in-game item, that's just a code we get that can't even be redeemed until after the Tokyo Fan Fest is done.
Just like what Millie said.. We pretty much be doing the In-game content with remade characters.. I can pretty much garrunty you this....

I actually have a suspicion that, with a little bit of wizardry, we WILL be playing our characters at Fanfest - the ticket information did specifically ask for character name and data center. However, even in this event, they will certainly be copies of our characters, mirrored slightly before the event, and played on a local server set up specifically for the event. We will not be logging into the primary data centers at the event itself, no matter what.
Especially if we end up seeing stuff I'm betting we'll see - and I like Vegas odds in this case.

Very very unlikely. They can't make the Frontlines or Dungeon Race events a fair fight if they let us use our own characters. Frontlines isn't really an issue since gear is synched even on live, and it can simply be slightly modified to put people into any of the three teams, disregarding GC affiliation on live. The same could pretty easily be done for the dungeons, synching gear down as necessary (and presumably we'll be at max gear level for a non-50 dungeon in any event!)
We'll have to see - it's more that it is the sort of extra touch I won't put past the dev team at this point. They obviously like doing neat things for the players, and "oh look it's your character, tied to your badge or somesuch" is the sort of thing they'd do to be fancier than other events of this sort.
But even in this case, the answer to the initial question holds true: we will not need our security tokens at the event in any form whatsoever. We will not be logging into the live data centers to play at the Fanfest events - everything will absolutely be on an exclusive server set up just for the event (and possibly even in the same building!)

Assuming they do it like all of their other events, it actually will be on live realms with special characters. Here's a screenshot from E3 taken off a live realm: http://imgur.com/a/QzoMq. It's honestly much simpler for them to have special characters ready to go just for this than to try to let us login with different characters. Even more so since they have to go in to the instances as pre-made groups.
