Balmung has a very vibrant RP community and we're always glad to have more!

As for FCs, my suggestion is, when you get to Balmung, just ask in /shouts in any of the major cities. Of course, because the RP community is so vibrant, if you really wanted, you could walk into any of the Adventurer's Guilds and RP your way into an RP FC.
