So, after doing a few investigation threads on the issue, one IP address in particular keeps coming up in many people's trace routes to their servers :
192.34.76.2
Information on this IP suggests it is in Monteral, Canada.
Here is a sample of my traceroute. You can see as soon as it hits that IP, the latecy rises significantly.
