Can't get first rogue quest. No quest giver

My lv 14 female pug is standing outside the rogue guild and quest giver has no initial quest. Am I missing something? I watched the video on who what and where and do not see any reason for the quest giver to be telling me I am too worldly and to bugger off.

Have you completed your level 10 pugilist class quest? You can't join any other guild until you have. Sounds to me like you haven't.

Did you do the quick quest by the aetheryte? I can't remember the name but it's actually the first quest for ROG.

Not necessary. I did that quest as a Rogue after joining the guild & leveling it up.

It sounds really weird that it's not there. I don't remember doing anything in particular before doing the Rogue quest, it was just there when I arrived at the entrance to the guild and I'm a relatively new player too so I couldn't really have unlocked anything before that. I think the best thing to do it to try logging out and restarting the game. (:

The guy outside the Rogue guild is not the quest giver. You have to talk to him, then enter the guild. The quest giver is inside.
