Diabolos' first appearance was in VIII and his second appearance was in XI and later on in VI on mobile. He isn't even nowhere close to Bahamut in term of importance. Alexander is actually much more important than Diabolos as he appears in VI, VII, VIII, IX, XI, XII, XIII, XIII-2.And funny enough, him being a "main character" that a storyline revolved around was enough to do so again. The other thing that's funny is in the same game, there are other godlike summons that were reduced to FATE status or a dungeon boss - Diabolos was on the same level as Bahamut in terms of importance as was Carbuncle and Odin. Alexander hasn't been that important for a very long time (using the logic here: only a "few times") and people said it would be different if it was Alexander.
Alexander is pretty legit, the CG scenes for FF6 show him 1 shotting Kefka for the win.
Can we stop saying Summons were in 12? There were Espers, yes, but saying Alexander was in 12 is like saying he's already in XIV simply because there's a server named after him. Also, I don't recall him being in XIII-2. Or any summon except Chaos Bahamut and Odin for that matter.
You don't even know what role Fenrir has in ARR. Yes he is the boss in a 4-man dungeon but it's a storyline dungeon unlike Pharos Sirius, Lost City of Amdapor and Hullbreaker Isle. Also if the Kraken from Hullbreaker is coming back in the future what's stopping Diabolos, Siren and Fenrir exactly? The avatars in FFXI came back multiple times during the storyline and so did other bosses, nothing is set in stone if there's more lore to explore.
As the days pass it becomes more amusing to see how much people flip out over a primal.

Regardless of that, the fact that even the ship Alexander is quite prominent, being second in size only eclipsed by Sky Fortress Bahamut. That already has a prominence more than Diabolos/Fenrir/Siren/Carbuncle etc.
Alexander was cancelled for FFXIII-2, but he does make a return in Lightning Returns, as did all the Eidolons. He has a very minor plot detail though, literally only appearing in the last cutscene of the game.
If Bahamut is Ryu, and "Cid" is Ken, Fenrir would be... Adon. Or maybe Alex. (kind of a big deal in one game, either a cast extra or outright omitted from the rest)
To compare Fenrir to Bahamut, arguably the most iconic recurring character in FF, is just silly.
The franchise has a shared mechanic of Summons. They are called all sorts of things throughout the games; Primals, Summons, Espers ect.
Also the Espers in ff12 were based on the the Zodiac bosses from FFT-A called totema which became racial summons in FFT-A2 along side regular summons. The three games all take place in the Ivalice universe (Vagrant Story HD Remix please SE!!!). They actually have a pretty cool background stories to them.

FF3,4,5,9, &10; All have a dedicated class or characters that summon (flashy aoe spell) in addition to being mainly focused on white and/or black magics, usually white. Rydia!
In all three tactics games Summons are really just regular spells, like in those listed above, with a larger range and have a chance of hurting allies as well.
FF6; Any char could summon based on the single magicite they have equipped.
FF7; Much the same as 6 (can't skip animation flashy spell, arg!) but can have more than one materia equipped.
FF8,10,12, & 13 use Summons as character/party replacements for short periods of time to limited effect and aren't the focus of the characters actions.
FF8; Guardian Forces are equipped like in FF6 & 7, but a character can have as many GF's as possible. They do not cost money, but instead, when summoned, the characters HP is replaced by the GF's HP, and the ally can make no action until the summon is complete. If the GF's HP goes down to zero, the summon is cancelled and the GF can't be summoned again until it is revived. The time of the summon spell is determined by the character's compatibility with that GF, which is influenced by how frequently a character uses a particular GF.
FF10; Yuna, the parties white mage, gets to summon Aeons that replace the party for a short time and gets to romp around performing attacks and even overdrives.
FF12;Espers are basically the same as Yuna's Aeon summons but anyone can summon them depending on how you dole out the licensees to your party.
FF13; Eidolon play like Aeons and Espers with the added utiltiy of turning in a QTE.
