I'd be surprised if it wasn't, considering the lockout in LotA was removed in 2.2 and it would be silly of SE not to remove the lockout, since Second Coil will no longer have the player lockout.

Minimal ilvl for entry should be between i95 and i100 (if no one can reach that, then get to spamming 2.1-2.3 dungeons or ST) and the loot that drops should be around i105 and be accuracy based. This way, it's minor progression towards Second Coil and maybe Third Coil, in case the gear you have doesn't help you meet the accuracy cap for it.
Also it should be a fun challenge for people in i100-110 gear. It won't be Coil difficult (so no 1 KO = everyone KO's), but it should require BLM's or WHM's to make use of their dusty Sleep/Repose spells, amongst other things.
Forgot to add: NO CRAFTING MATS. Just make them cheap to buy with Soldiery or something, or if you do plan on making them drop in dungeons, make them drop from the Potion chests and not boss chests.
I used to use Repose all the time, but people would just spam AOEs, so there's no point to causing Sleep on trash mobs anymore.

With Myth gear already being available through Allied Seals, I believe it will stay that way. I also believe that with philo and myth crafting mats available at the Ixali oaknot vendor, we might finally see that change in how often those crafting mats drop in the dungeons. If they follow suit from the previous ilevel increase then Myth gear will become dungeon drops from the new dungeons, making them i90. I'm hoping they break this though since Myth gear has been available since launch. Just make Myth gear available for prorated Soldiery or relegate it to Allied Seals.

I do hope they'll removing any crafting mat from dungeons. Crafters have plenty of other resources to stack materials. At least one dungeon should have a higher ilvl since it looks like it will require players to have cleared previous story quests.
I hope shiva hm will be challenging as well, levi and ramuh hm are too easy compaired to other hm primals...

As long as they're cute. I am still farming 2.3's dungeons because I love the gear there, hopefully 2.4's will be just as cool looking. They don't have any purpose other than vanity, so they'd better make them look good.

Dungeon gear = vanity gear.... at least it has some use ( ͡͡ ° ͜ ʖ ͡ °)

I think it should drop different ilvl90 gear. But to be honest as long as they dont drop crafting mats i will be happy. Its extremely annoying to make it through dungeons only to receive mats from almost ever chest..

When they make the 3 dungeons, what I would like and what I think would really appease most different types of players, i to not make them the same iLvl. Right now hull breaker, tam tara, and stone vigil are all i80 and really just too easy. I like how SE wants to let players catch up, but there is a ton of content in game now that can allow newbies to do that. At 50 they can start farming CT, i80 dungeons, hunt for myth gear, use myth gear, ST... thats enough sources for arriving late to the party (and in all of those cases they are still getting soldiery which will be uncapped).
When they release the new dungeons I would like to see one of the rehashed HMs i90 (using patch 2.4 as an example knowing full well a system like this won't be implemented at this point.). Another HM at 100, and the new dungeon at 110. The i90 dungeon maybe to introduce some new mechanics, drop some i90 gear and crafting mats. The i100 dungeon would be harder, but probably not too hard for under geared players and drop mats and 100 gear. The new dungeon, the i110 dungeon, should be tuned for players that were at the max/close to it by the end of a patch cycle. Drops could be 105-110.
id also like to see dungeon drops branch out from mats and gear... Materia for one (rare), among other things.
+1 for OP, iLvl100 should be expected, iLvl90 would be a joke, and iLvl110 drops would kill the sands of time they just opened for ST.
I can't wait to see how this game will turn out, was a good restart from 2.0 and then..
You can expect to see Mats drops.. >.<
