You're straw manning now and yes the fundamental fuss over Fenrir is that he is not a primal but a dungeon boss. I literally could give a crap less if he was a primal, dungeon boss, mini dungeon boss or a hunt target. To me he is an overgrown dog. Your notion that anyone's argument but your own is arbitrary is at best amusing and at the same time a show of your inability to present anything but common sense. There are many summons from previous titles that did not make the cut. Bismarck is a guild hall. Atomos is mid boss in LotA. Where's the outcry for them? If you're gonna stand on your soapbox and preach for one got to do it for them all. But you won't because it's not what the rest of the horn blowing, disrespectful, ungrateful lot want. Oh yessir, gotta jump on that bandwagon for sure. Can't enjoy what they spend hours making for you to enjoy so you have to try and make others miserable with you.

Except that Ultima is the final boss of the main storyline and have a huge influence in the story while diabolos, siren and fenrir have almost no story except "hey i'm a notorious bad guy that do bad things in a dungeon, comme kill me, i have shinies !!! ( shiny purified water !)
One of the screenshots shows Fenrir in front of Shiva's aetheryte crystal.
