If you watch the 1.0 opening movie, you can see dozens upon dozens of Primals being freed from beneath Silvertear Lake. There can't be only one Primal per element with how many of them. There's nothing that even says they have to be elementally aspected. There could even be astral- and umbral-aspected Primals out there.

I always thought Fenrir was going to end up being the Primal of the Lambs of Dalamud. In the lore, before Dalamud came crashing down, it was known as the Hound of Menphina (the moon). If they'd chosen to make him a Primal, Fenrir could've been an umbral ice Primal.

Who cares anyway? People will just complain how easy fighting that monster is and eventually ignore it for other dungeons to speed run.

She's clearly the mount for Shiva and the Guardian before you get to her

I'd love for Fenrir to be more than just the final boss of Snowcloak, but he's probably just going to be the final boss of Snowcloak.

It would be fitting to have Fenrir be more related to Odin's lore surrounding Urth and Amdapor, given Fenrir and Odin's connection in Norse mythology, but the way we've seen it so far implies it'll be tied to Shiva in some way, if not just as a Snowcloak boss. All those primals that had their seals broken, it's fairly safe to assume that some of them are just kickin' around and aren't as prominent as others. All we can do is wait to see how Fenrir fits in and hope it's more interesting than we're giving it credit for so far.

we will have to defeat fenrir in his dungeon, then when we fight shiva, he rushes to her side to defend her and we enter into the hardest primal battle of all time.

Fenrir's roll is to be steam rolled by players with gear far above the requirements non-stop to feed their desire for new shiny objects from new shiny tomes...
