Ferir role will be like Siren and Diabolos, final boss of their dungeon, end of story.

Sad last unjustified last boss of a low level dungeon.
Will be some sort of guardian of shiva that you will have to defeat first to just find out later that their intentions were not meant and they were manipulated. That is to try to develop a superficial very cliche guilty/sad feeling on the character that will never be a thing cause most players don`t even care about what is fenrir and shiva, they just will rush the dungeon to free shiva EX and get gear for TCoB and the players who care, are all disapointed already. So that.

All I can think of when I see this is what will PETA say when they see this?
In all seriousness, Fenrir isn't exactly what I would consider primal material for this game. All the primals, with exception of Bahamut and Odin, have an elemental aspect to which they are attuned. Bahamut has always been considered non-elemental as, for as far as I know, he never leaned toward any element. Odin is basically the same though he is widely regarded as Death in Final Fantasy's lore most times.
Fenrir, like Diablos and Siren, doesn't fit into a niche that would be world shattering like the rest. I know, and respect, that he was a huge part of XI's world but moons are not elements thus far in XIV and earth is already taken. His placement will suffice.
Again I saw that under the sun the race is not to the swift, nor the battle to the strong, nor bread to the wise, nor riches to the intelligent, nor favor to those with knowledge, but time and chance happen to them all.

Neither does Garuda, Gilgamesh or King Mog. Arbitrary argument is arbitrary.

Garuda's element is wind, Gilgamesh isn't a Primal, and King Mog doesn't follow the normal rules because he isn't a true Primal. He's a mythical being summoned into existence by the same process.

Wind...
Are not primals. Gilgamesh is a trial encounter. Good King Moogle Mog XII is an aspect of moogle lore made manifest due to fear.Gilgamesh or King Mog
Not to be rude but... who's argument is arbitrary again? Seems you came into this with no understanding of the game's lore.Arbitrary argument is arbitrary.
INB4 FFXI anything...

Wind primal could be anything, Typhon, Choco, Mog, Syldra, the very same Fenrir, Pandemonium from VIII lol... any of these could have been the "wind primal".
We are not talking about they being primals or not, we are talking about them not being Trial Battles, if not being a primal is an excuse to not have a trial battle, then why gilgamesh, king mog or ultima are in the trials are not bosses on their own dungeons?
Arbitrary argument is arbitrary.
Fenrir was being teased since 1.0 as a primal. On the live letters they shown the concept art as "Banshin Fenrir-ru".

Garuda is a wind summon just like it was in XI and a wind-element monster in the series.
Gilgamesh is not a primal so i dont know what your are talking abut.
Moogle mog was created for a simple reason, the Japan Earthquake and Tsunami. Titan was in the 1.0 data from the begining and was suposed to appear in the storyline, iirc they even had it almost ready when it happened and had to replace it with something less... related to the event.
Having Titan or Leviathan after what happened in japan was not a good move so they decided for something more light hearted that didnt require a lot of design, just take a moogle, give it differen hats and we are done.
