actually, if we look at the FF lore in general you only have 2 great summons, Odin and Bahamut. (some will add Leviathan and alexander) outside this one... the other are far less stronger than them.

by the way Fenrir was only in 3 game soo far (soon 4 with FF14):
- Final Fantasy 6
- Final Fantasy 9
- Final Fantasy 11

i you look at this, it's part of the minor summons of the FF lore so far. then i'm not shocked more than this.

for diabolos it's only 4 game:
- Final Fantasy 6
- Final Fantasy 8
- Final Fantasy 11
- Final Fantasy 12

for Siren it's 2 game:
- Final Fantasy 6
- Final Fantasy 8

ps: i didn't count the not main episode like FF 12: Revenant wing or game like FF dimension... soo far people complain because they are them favorite, i can understand this, but they are far to be part of the most important FF summons.

About garuda she was first seen into FF11, but well don't forget that the game at the start was under Tanaka control and he was from FF11, a lot of the work on Garuda was already done probably then they have use her. outside this, if you look at all the trial added, they are the most know and present of the summons (will not count FF14):

- ifrit : 8 games
- Titan: 6 games
- Ramuh: 7 games
- Shiva: 10 games
- Leviathan: 8 games

some of this number can be almost doubled with the game not mainstream, like the FF7 crisis core, FF12 revenant wing, FFT,....

ps: Alexander only 6 games ^^

First appearance was as an enemy in FF3, also as an enemy in FFVII. Appears in FFIX, FFX, FFXII and FFXIII as Garuda prime. Also in some of the cross over games, Final fantasy legend 1,2 and 3. etc

wonder why noone was mad about catoblepas not being used as a primal but a minor dungeon boss, considering it was twice a summon and also a recurring enemy... >_>
