Garuda and Siren appear with similar frequency in the series, but Siren isn't often attributed to wind.

However the reason Garuda was picked seems pretty obvious. They matched exactly to FFXI's system for the core 6 elemental primals.

Garuda is a specialty because there is no iconic "Wind" summon. They could have chosen Pandemona, Chaos, or Sylph. They could have straight up ignored Wind Summons though in favour of something else.

Siren primarily a water summon with wind as a secondary one, if at all....and u are also forgetting that Garuda was a 1.0 primal, Yoshi couldnt chance it even if he wanted to

Considering I've played pretty much all the FF's save a few, my first learning of Garuda was this game. She was only in FFXI prior to this game.

These are much more well known to FF fans as a whole.

This is highly dependent on when you started the series and which games you played. Garuda was a summon in FFXI when it released in 2002. That's 12 years where it was a primary summon in a FF game.

Garuda got already mentioned as another primal in the original 1.0 Tanaka storyline (Ifrit mentioned Garuda during the fist meeting with him).

Why surprised? Fenrir has been put as a Normal boss for a while even before he is released in 2.4.

Fenrir art design is placed in the Normal boss catagory of the FF14ARR Artbook since 2.0.

Cato didn't even get the honor of being a final boss, and Atomos got treated even worse, having become a trash fight.

Carbuncle is still your "starter familiar" or "something early summoners can easily handle."

Even then, this has exceptions. Carbuncle was a mid level summon in FF5, being an optional boss fight at the end of chapter 2, along with Greg.

Fenrir isn't even as well known as the ones who are currently trials. So it was expected.
