In Final Fantasy as a whole Fenrir really isn't that powerful. He was in XI, but that's about it. In FFVI he was barely important and cast shadows on the party. In IX he was just another summon. It was only XI where Fenrir had a role of being powerful. While it may be disappointing to some that he isn't holding the same role as he did in XI, he really hasn't been a consistently powerful Eidolon/Esper/Summon, etc and there's no reason to believe that he would necessarily be a mighty Primal.

I actually was talking about him from XI, SE has a lot of different summon entities they don't even include.

To be fair, neither has Titan nor Ifrit nor Leviathan. Carbuncle has always been a far more useful and "powerful" summon, either because of the reflect trivializing some "hard bosses" or the regen effect. It wasn't, again, until XI did certain summons actually get a "purpose" and "Power", like Garuda for example.
