I think OP meant back to the day at 2.0, when a FATE's difficulty will not be determined by the number of players who participated in the previous.

so change fates back to how they were should mean:
every FATE will have the minimum difficulty all the time, boss hp will not increase even previously spawn has many players participated ^^;
