An enemy under bind (the effect of blizzard 2) can still attack, but not move. You can use it on melee enemies out of melee range to prevent attacks, but it doesnt work that well on ranged mobs.

As for the original question, it sounds like a problem with the tank more than anything. If a tank tries large pulls, hesitates or moves too slow, then they will take massive amounts of damage before the pull stops, making your life as a healer very very difficult!

EDIT: time it took me to type this, many others responded to the bind/root properties of blizzard 2 as well.
