When they say 3 months they don't mean 90 days on the dot. If Patch A lands at the start of July and Patch B drops near the end of October they're still within their three month window. As you can see it averages around 100 days which is a little over a week off. Not bad considering they deviated from their original intent and started doing sub-Patches every month which actually adds to development time.
Read ALL of Yoshi's post. They're doubling the SIZE of each Ward based on what he said, and the infrastructure changes they're planning would allow them to expand the number of Wards as much as they want to. The issue is that he wasn't sure if they'd be able to make the 2.4 cutoff on the software side due to large amounts of debugging being required. I'd imagine they're aiming for a dynamic system so new Ward instances add themselves. It's the only thing I can think of that would require a shitton of new code to debug. And yes they never stick to 90 days, but they always try to land it in the correct month so it should be by the end of this month.
The Famitsu Connect Weekly date/information is a bit misleading. According to Enterbrain's website, it's knowledge/opinions/information, gathered from players as such it's a bit behind on the updates. For instance, the November issue(released in Sept.) was about 2.35 which came out a month earlier. Them talking about 2.38 in the december issue does not rule out an Oct 2.4 release date.

2.4 will more than likely be talked about in the Jan. issue since they seem to do analysis/player research. As opposed to the weekly/monthly famitsu which is more of a "here's some flashy stuff" platform.

My guess is right before Halloween or two weeks after Halloween.
Since the fan fest in Las Vegas has a 2.4 preview in its heading it will not be before then. But whenever Yoshi does a patch Preview in a live letter it normally comes out on the following Tuesday which would make it the 21st which also roughly aligns with the average time it takes before patches. I wouldn't put the 28th out of reach either because of a new job that would make patching far more difficult than the previous ones.
Let's cross our fingers that the Monday Live Letter on 27th is the premonition for a next day patch... Otherwise it'll be the first week(Tuesday) of November.
My guess would be the 21st or 28th, after either of the upcoming Fan Fests (NA and EU respectively).
