It was dead before it even got implemented. Everyone on the forums could see the problems with Frontlines from the moment they where announced. Restricting it to GC's was probably the worst decision they made.
Basically, it's yet more content you can't really do with friends, or FC-mates, unless you are really lucky and everyone rolled the same GC for some reason. The rewards are GC locked as well (dumb). Matches are decided by your alliance head-count the moment you zone in rather than by actually fighting, and that is terrible. Tanks still have no place in Frontlines short of pseudo-DPS's, and the whole mage-interrupt-sprint thing is just a huge mess that turns this into a game of cat-n-mouse rather than a fight.
It is a flaw. In an attempt to keep the queue times down SE made it so all three sides don't necessarily need to have a full roster before the match can start. The game will start as a 48/72 person match, but when you actually get into the instance you don't always have two/three full alliances like you should. I've had my fair share of 72-player matches where the Flames had less than two full alliances for more than 10 minutes into the match and that was pretty common. The system back-fills as the match goes on, but you're typically down players long enough that you have little to no chance of recovery even if you eventually fill up.
I haven't done Frontlines in a good while now, but if people are actually queuing even less than before the problem is only going to get worse.

It was poorly designed.
#1 issue. Nation locked.
#2 Matching requirements on # of people is too high and ques drag out so long ends up being 25 vs 10 vs 15.
#3 Players cant join in until the match has started/Gate has opened.
#4 Matches are too long.
#5 Frontlines is a set routation of events and isnt random. Its 7mins in gogogo middle its about to pop.
#6 Allagan Middle thing acts like fate claim credit.
#7 Lack of objectives.
How to fix:
Remove Nation lock teams. Let anyone/any party join any team randomly in the que.
Make it 10min max matches.
Let players enter a join in progress before a match begins.
Add in a player swap option to put players in other parties before the match begins. (This way can balance parties up instead of having 8whms in 1 group and 0 in the other 2.)
Add in random spawn factors for the middle.
Design the middle like capture the flag not.. do as much dps toget credit.

This is me partied with someone who is rank 35 whilst i am rank 40. (Just because I am max rank doesn't mean I can't and won't help people still trying to level - especially since if they solo queue they end up having to solo heal in their alliance, which in FL is just horrible..)

If you ask me, pvp shouldn't of been a dungeon event.
They should of made a zone for PvP just like they did for FFXI and anyone who wanted to join the fight could go talk to a npc and make the goals like ffxi where if I killed you and I would have to turn in my points before I was murdered.
Also to make it interesting throw in monsters and npc's to fight give you something else to worry about while fighting and they can join any side.

the pony rush had endsurprised to see ppl here saying it was always dead. It used to take less than 1 minute for me to get into Frontline (Adders, Aether datacenter) for a very good while. Just recently it started to get longer and often 2 teams instead of 3 but still never longer than 30mins. New map should bring it back to life ~
