Not everyone is stubbornly rejecting the CC options... they flat out can't use them.
For various reason's some transactions are getting rejected, and all they get is a generic 401/406 type error from the system. This has all happened before... go dig through the XI forums about all the issues with Click & Buy a couple years back. Heck.. even before then, when it was all done through POL there were mainstream cards that would still get rejected seemingly for no reason at all. It's a risk you can run into with worldwide CC transactions... not every clearing house is linked to the accepted security standard and such and they get rejected... or it could just be freakish communication errors, who knows.
But the simple point is that for some, the system was flat out refusing to process some people's cards. For them, their more reliable option was to get Crysta through the UP system--be that by UGC card, PayPal, or sling-shotting one of PlaySpan's other payment options. Those people may be left with no recourse for payment until SE gets the new PayPal option in place.
While I appreciate that they are working to bring PayPal back in some fashion... I have to say I am still very disappointed in how SE has been dragging it's feet out on this issue. The retirement of UGC and UP was announced back in the middle of the Summer. Something like mid June or early July, emails went out to everyone directly from Playspan and UGC. They've had a loooong time to work on this issue. And to add insult to injury, they took Ultimate Pay down a month earlier than they implied it would still be available. The UP system is still active until 10/31... SE's own KB article on ths matter even states that it would remain available until then. I have money still in my UP account that I intended to top off my Crysta with after the October billing cycle (stupid $100 Crysta cap prevented me from cashing it all in in September)... but have no way to use it now. So I have to wait for PlaySpan to send me details on how to cash out my balance via a virtual visa account once they get that all set up, then find something to spend it on if I can't use that Visa account to buy Crysta.
