yes, 391 and 374 can make an hq 3 star item. Use Cp food is the best way to make it work. My stats are around 400 craft, 385 control, 352 base Cp, with food comes to 395. I need the starting quality to be around 800 or higher to hq a 3 star almost every time. There is a rotation thread in DoH area that has some useful rotations for different 1, 2 and 3 star crafts. They are good or you can make your own if you see an area that can be improved.
