People would then say that the suposed-to-be casual equivalent weapons aren't casual anymore. If many people are stuck in T5 (not judging them, just stating a fact), there is no actual challenge you could place on the relic quest lines for people taking a non-raid path for a weapon. Although I said in another thread, I would love more primals involved in new steps.

@Topic: Someone posted in this thread that after his/her first atma completed they seemed to drop easier. I've noticed somewhat the same. My first atma weapon (WHM) was a real pain, taking days to drop a single one (farming 5~6 hours a day). One of them took me 16 hours straight farming nonstop (I bought so much Coke with this tho :>). When I decided (internal crying) to do another atma weapon, this time for my SCH, the rate seemed surprisingly high. I dropped couple of them on 1st fates, and the rest with not so many fates after. My SCH atma was done in 2 days (technically less as I only farmed a few hours per day) resulting in obtaining 3 atmas on first day and 9 atmas on the next day. After making both of them Novus (SCH 60% to Nexus), I decided to make my BLM Atma, which I finished yesterday. On BLM it took me 3 days, farming casually (not even 2 hours a day). 3 of them dropped on 1st fates, and a bunch of them dropped within 10 fates on each zone. There was only 1 zone (western thanalan) that took more than 1 hour. This could be a thing, or could be extremely luck on RNG but some friends who did the same, experienced it too.
Note: This is speculation.
