The most likely reason why people withdraw is that they've unknowingly selected more then one instance to enter when queuing and the wrong one pops up. And preventing players from using the duty finder is going to make wait times worse, not better.What needs to happen is a penalty for multi-withdrawing, that can easily and frequently does double wait times.
Equally i see dps pull out before timer..and healers and yes tanks just as often. Place a limit of 1 withdraw/hr...any more then that and you receive a 1 hr debuff so you cant sign up again until 1 hr has passed. It would affect legit reasons to withdraw but finally deal with those that more often then not,...abuse to find an in progress run.
This could easily be fixed by having the penalty take place if someone withdraws more than once in a 30mins period when the instance pops, not when its still searching for players.
This way people withdrawing when they notice its not a run in progress get punished and those who withdraw after queuing wrong instances or because the instance isnt popping, dont.
After that if you queue more than once for the wrong instance then the penalty will teach you to pay more attention to what you're doing.
