Lockouts don't prevent them, but they massively limit them. Sell one run a week with lockouts (while also giving up your own chance at loot for the week), or sell 18 runs a day without them. Surely you can do simple math.

With no lockouts, most people would finish new content within a much shorter time than they do now. This isn't good for the health of the game. With SE giving us only 4 boss encounters per major patch, unlocking the current raid tier just isn't a viable option. I understand that people want to raid freely with their friends, but they want to ignore the fact that their suggestion would be exploited to hell and also completely ruin the game's progression raiding.

Every good MMORPG has weekly raid lockouts. It's part of the genre. I just don't understand why so many people choose to complain about it in this game specifically.
