One of the biggest reasons that LFR is populated right now on World of Warcraft isn't because of the story, but because it's currently one of the best ways to gear up for subsequent difficulties. Tier pieces drop in there and it's essentially a requirement for anyone who wants to move up in raid difficulty to be in full LFR gear. In Warlords of Draenor, LFR is no longer dropping tier pieces, effectively removing it from the progression path that progression raiders would have to take. The effect of this change is yet to be seen.
