Something you know absolutely NOTHING about. You have literally zero idea what it takes to do what you suggest.
However, I am in the opinion that any time, even 1 minute, is too much time spent on this regardless of how easy it may or may not be.

The problem isn't people who aren't willing to work hard. The problem is the difficulty in finding seven other people who are willing to work hard with you on a regular basis, and at a time that works with your schedule. The crazy amount of excuses coming from people who don't try hard enough are the problem here.
The ONLY real difficulty in this game is finding other people who can keep up.
You're right that this problem for Coil2 will be alleviated when 2.4 rolls around, but then we'll be right back in the same spot when talking about Coil3. There will be tons of properly geared players who want to dive in and start learning, but they'll be walled off because they won't be able to find seven other people who can run with them at certain specific times each week.
A story mode (with minimal dev time, all things considered) would solve that problem. All that time taken to develop Coil3 would suddenly be much more worthwhile. Seems like a no-brainer.

Find a guild, and make friends. In my guild if we jump up and say "Hey guys, we are trying to get <insert players name here> a t5 win since they still don't have. Who can help?" we always get a full party together. Always. It's not that I'm lucky to be in a good guild. We've cultivated a good guild through hard work and effort. I've done hundreds of fights I didn't need just to help foster a helpful community. When I help someone they will be there to help me and so the cycle repeats itself. We talk to people and get to know them. You know. Community building. Something many people utterly fail to do and then surprise they can't find people to help them. This is an MMORPG. A traditionally social game style and yet people play it in a non social manner so that they don't have a community support structure in place. This is the players fault for failing to make friends and to help cultivate a friendly and helpful environment. Then the come to the forums complaining they have no one to help them and want a nerf to the fight instead. It's an excuse. The problem isn't people who aren't willing to work hard. Clearly, you didn't read what I'm actually asking for. Also I ask if this was a single player game with a fight you cannot pass would you be on the forums crying for further nerf?
I'm not asking for a nerf. I'm just asking for a repeatable mode with no loot.
And single-player games don't require finding seven other people to play the game with you (and be as knowledgeable as you) in order to win... so not even sure where you're going with that.
As for personal housing, do you honestly think SE spent nine months doing that? If so, I've got a bridge to sell you.
EDIT:
Zeke, I think what's confusing you is there are two distinct groups of people who want a story mode. There are people who want a nerfed story mode, and people who want an un-nerfed story mode (like myself). You should be careful not to confuse these two groups, because I'm just as much against nerfing coil as you are.
DOUBLE EDIT:
Also, Twiggy, I respect your views about not wanting to waste an additional minute of dev time on this, especially considering that all of coil will be old news when the expansion hits next year. However, I certainly hope SE keeps this feedback in mind when developing future content. It just seems pretty pointless to limit participation to those who are fortunate enough to form statics. It should be easy for members of social groups (FCs and LSs) to help each other through this content. This is, as you said, an MMO! Community should be king... right now, it's pretty pointless.
