Hence why I suggested it merely as extra... And nowhere claimed it to be an all-end solution...And hence I made that argument of players directly switching off that computer as a flaw for that suggestion. Sure, you can add a reminder for those that choose to log off. But that solution wouldn't solve the problem when a player shuts down his computer.
Let me type it out for you step-by-step.
1) There is a reminder as you suggested when logging off.
2) Player chose to shut down pc directly and hence bypasses that reminder.
3) Remaining players still have to vote-kick. (i.e. we are back to the same problem)
See the flaw now? That is why I suggested for vote-kick on offline players to not initiate a cooldown instead.

And this still doesn't solve the problem the OP posed. Sure, you can punish those that logged off. However, that still leaves the party with a vote-kick cooldown. Please don't rush to hand out your "justice". No matter what punishment one comes out with, at the end of the day, the problem is still the vote-kick cooldown for offline players. If a player really needs to go, he won't care about not being able to queue for 3 days during that moment.
As a player that has 3 different characters and spend considerable amount of time doing roulettes for each daily I would welcome this popup message to let someone know they are logging out while still in party. If they select yes I think it should auto kick them from party since that is their objective anyways hence the logging out. Then search for a rep. If they select no well then of course they can stay if they so desire. Is this message for everyone no? Does it apply to some , It sure does. Same thing for many of the popups in this game asking you to hit yes or no or to confirm. This game is full of them already so what's one more popup. If your leaving is it really gonna interrupt your gameplay when your not gaming anymore anyways?

I try to remember to leave when I have to log out, but sometimes I forget... I suppose a lot of people do too. Eitherway I don't see why it's such a big deal, remove from party and continue with anything you were doing...
What I don't like is that a leader, instead of leaving the party, disbanding it. I don't see why that button is required at all. Sometimes the people in the party want to continue do something and it's selfish to just click disband. Wanna leave? just do so, no need to disband...

How would you differentiate from players who actually legit disconnected and were trying to get back on but got booted instantly when they DCed?
I know it's annoying but come on that's a bit extreme.
This sertantly is very annoying. And for the person defending that action, if you really have to go you dont type "Sorry I have to go" you just disconect without warning or anything. If you have time to inform your party you have time to drop party.
I love the official forums, they tell you to use the search for thread about what you wanted to talk but when you use it they judge for necro a thread.
If that's the case, they would not be staying there, knowing purposefully that they will be a detriment to the rest of the party.
So I don't believe that not even a millisecond.
As for a solution, if SE still haven't found one.. oh wait, yeah well, can't always believe they'll find fixes for everything.. I take that back. >.<
If you need to leave for 2 mins (someone knocking at the door, your dog, your baby, etc..) you can say sorry brb in 2 mins.
Else, be courteous and just leave and suck up on that 30 min penalty, and take that time to give love to your plants in your garden and feed your chocobo some krakka..
30 mins is as close to what DPS are waiting to get into a dungeon, and it's very stupid. I switched from BRD (22 mins, was bored and GF wanted to go in so.. ) to PLD yesterday: instant queue.. o.O

What if the group is really bad and you select Vote Abandon but the other players just reject the option? Should that player be the one to take the 30 minute penalty just because the other players in his/her group are incompetent? Seems pretty unfair.
I know a few people who just X out of their game client from their PCs just to avoid the penalty because of their crappy party members.
