2 people went offline, 4 hour limit, other guy can't kick
It'd be nice if quitting the game would come with a second notice if you're still in a party.
"You wish to quit the game, however we detect you're currently in a party/raid. Would you like to leave the party/raid?" [yes] [no] [cancel]
However, if people really had to leave and shut off their computer quickly, they would either just tab out and click shut down or just turn off the switch. So it wouldn't really make a difference.
What needs to be changed is not about the people logging off. It's about how the remaining players can remove that player from the party without being penalised. If a vote-kick is done for someone who is offline, then there is no reason why there should be a vote-kick cooldown. The cooldown should only exist for the other reasons such as harrassment, since those can be abused. However, since the only time a player should be able to be vote-kicked for being offline is when he is truly offline, it can't be abused. Hence there is no reason for the cooldown.

Having to go, doesn't have to mean you have to shut down your computer. Sometimes you may simply have to do something else. A run taking longer than expected. Having forgotten about an event in another game you were supposed to join. Etcetera. While quitting the game it's very easy to forget that this game doesn't automatically remove you from the party in that case. And many may simply be completely unaware either. For those to which this is their first MMO they may simply regard it as leaving any other random multiplayer session, going by the assumption that FFXIV follows a standard quit = dropped from team principle.

Whether a player went afk or switched off his computer when he had to go, the fact is that the party would get penalised by having the vote-kick cooldown start after they vote-kick that player. Whether the player legitimately logged of because he had to go or not doesn't matter. End of the day, the remaining party member gets penalised. Sure, you can add a deserter's penalty for those that log off but that doesn't solve the problem at all. The problem here is not players needing to go. It's the vote-kick system. I have played other MMOs where vote-kicking for offline ignores any vote-kick cooldown. It definitely should be implemented here too, whether the player legitimately had to go or not.
Let's not argue semantics on whether a player switched off his computer, exited FF14 or logged off. End of the day, the player is still offline and the remaining party members are affected.

I got a tank in expert roulette couple of days ago that simply didn't move waiting to get kicked. Like "damn I suck so much in here, better play dead and wait till they kick me". At least the /slap emote was useful.
That is a different matter altogether. SE has already made it clear that players who don't cooperate and do nothing while asking to be vote-kicked can be reported and action will be taken against them.
