That bugginess of the dialog window position was the biggest annoyance when I moved from PS3 to PS4. On PS3 it works much better, remembering the position you actually placed the dialog rather than somewhere in between it's prior position and where you placed it. But yeah, it doesn't even use that position during cutscenes for either one.

Unfortunately, I don't think it's currently possible. I tried once, using a short quest-conclusion cutscene that I could repeat by declining the quest reward then talking to the same NPC again. I put the PS4 in mouse-mode and tried several times dragging the dialog window over during the cutscene itself, but the game always put it back to its default position on the next line of dialog no matter where I had moved it to. If there's any other way to do this, I haven't found it yet.
