No. You literally press up and down on the d-pad. It follows the party list so you know exactly who you are targeting and who you are about to target. You can also target someone, cast cure then move up and down and select someone else while cure is casting, have cure hit the original target then immediately cure the next person. Takes 0 time and 0 effort.

PS4 tanking however is a bit more annoying, the tab system likes to troll you and target everything but the thing you need ofc. In large pulls if you explain you're on the ps4 people are usually understanding if you can't provoke something immediately.

For hotbar layout, this mostly applies to tanks, I tend to have skills Ill probably end up using while moving e.g. Flash, Shield Lob, Scorn etc on the triangle, square, circle and cross buttons. Basically skills that I can use without having to take my thumb off the joy stick. All I can really say is practice makes perfect, you'll be slow at first but if you keep doing it you'll get faster
