I sometime think Frontline is just one of the PvP area meant for new player to enter PVP, which mean morale will maybe never work there. Developer might make more PVP zone in future where morale work instead? People who want work hard for rank and gear will go frontline and maybe all who already Rank 40-50 can go to the other PVP zone in future? This just random thought.
Frontline is fine right now without morale and is no problem.
Only problem is people say no use for PVP gear but this not true if watch latest live broadcast.

40 STR = 40 Morale, Morale replacing STR in PVP & on PVP Gear specifically.
All you say by such example is player with 0 morale have 0 STR?
Maybe new player try PVP first time and 0 wolf mark and 0 pvp gear and join game with 0 stat benefit? Healer 0 MND and DPS 0 STR?
I think is you who not understanding or not clear? OP very vague, no situation and only mention of switch function? If such case then I think better to stay with what is working now?
Suggestion give is that Morale become STR? Put many without PVP gear at disadvantage? Maybe queue time become longer because nobody want to do as no PVP gear mean no stat for PvP.

However the PvE Piece is still viable as that 40 Str is identical to 40 Morale.
Wear the PvP Piece in SCOB though & the Morale counts for nothing as it doesn't work in PvE.
Main Stat works in both settings.
Morale only works in PvP setting.
Does this make sense now?

1. You have ignored the Wolf Den. Morale is the dominated stat in ilvl50 WD. A ladder is in planning once the PvP population reaching to the ideal amount. Your idea will open a howl to ilvl110 PvE gear to find the way in.
2. The scaling of morale to the primary stats. How well does it scale? Also, what is the impact of ilvl110 PvE gear? Keep in mind, PvP gear is always one tier behind.
3. Morale is a stat in combine of PvP power and PvP Resilience. PvP resilience is much more superior than any sub stat. You are creating unfair advantage that they are on purposely to avoid at the first place.
4. You under estimated the accuracy. While it may not be the same in FF14, both Rogue and Ninja are evasion based jobs. There is high chance to see increase in importance of evasion and accuracy.
5. PvP gear is actually a good choice for War and PLD (with ilvl100 str accessories).
I think I will wait until 2.4 first. PvP gear is fine for just being a ilvl50 WD set. Frontline, morale does not have a place. This is my personal opinion, please feel free to express yours
^PVP gear would still be most effective in Wolve's Den.
^^ILVL would be adjusted to be proper.
^^^My suggestion mentions removing the Resilience Component.
^^^^Accuracy is completely ineffective in PVP, believing it affects EVA% is incorrect.
