Yoshi already has said that there won't be a level increase planned until the expansion.

As for ilevels, as others have already said, I expect them to keep all gear pre-expansion exactly the same while introducing new higher ilevel gear to go along with the increased player levels.

When you think about it, our ilevels while leveling up were very minimal increases (roughly 1 per level). So I actually don't expect SE to do anything as dramatic as drastically raising the item level of new gear. It might not even go up at all until we reach the new level cap to be honest. Even then I only expect it to increase marginally, for example, if the new level cap is 60 I doubt we'd see anything more than a +10 ilevel over whatever the current top ilevel is at the time for beginning level 60 gear.
