Unable to gain levels and experience points from Ixali Deliverance quest

I turned in multiple items for the Ixali Beast quest "Deliverance" today (9/27/14) at 4:05 PM PST on Faerie server. I received notifications that I gained 200 xp per turn in and gained three levels overall.

However, I noticed my LTW level remained the same (level 12) and the xp bar and xp points were not changing. I also did not have access to the new skills the game said I earned from the level ups. I changed to another crafting class (BSM), turned in the items, and got xp. I logged off and back in again, attempted to turn in items with my LTW, and did not get xp again. I was able to get xp with the BSM. My LTW's level remained at 12 throughout.

I turned in other Ixali quests as a LTW and was able to get xp, so it appears only "Deliverance" is bugged; perhaps after gaining a certain amount of xp or levels during one "interaction" with the NPC, the points are capped for the equipped class and no longer register?
