    Uh, no. Windows keeps copies of many files in the system in the off-chance that an application requires a particular version, this is better known as the Side by Side (SxS) Configuration.
    FTR, the WinSxS folder is not an actual folder, it is a junction to various files about the drive.

    my windows drive has absolutely no games on it and 99.7GB are consumed (30 by the Windows folder alone).

    Come talk to me in 4 or so years when your existing windows install grown to 30GB's (not including the programs folder directory) due to WinSxS expanding, MSVC updates, sdk updates, Driver updates, and general program software updates served from the microsoft website.

    I doubt you will, as a majority of people can't even keep their windows installs running properly 12 months.

    As for disk sizing, i missed an i between G and B.

    A 500GiB hdd has between 464 and 466GB 466GB total space. (1GiB advertised is actually 0.9313 GB in reality).

    Of that 466GB, the installed OS uses and reserves about 58GB, or 93GiB.
