Need some help here. Ever since 2.3 dropped, and increasingly since 2.38 dropped, I've been getting horrendous lag almost every day between 3PST-8:30PST. People are rubber banding in open world, getting knocked off by landslide in Titan ex before the ground even lights up, etc. I've been trying to troubleshoot the error and have been quick to point the finger at my ISP, Verizon Fios. I consistently get speeds of 40d/40u, which should be okay for any game, but on this one I'm having issues. After 10 hours of being on the phone with Verizon through various calls, I've noticed something that I cannot quite understand. I play on Mateus, and when I run a traceroute to the Mateus IP address, here is what I'm getting:

It looks like the slow down in my service happens at hop 8. Right now, the lag isnt' that bad, but during peak times, I will get readings of 120ms-150ms in slots 8-12, which basically renders the game unplayable. I know that the server is located in Montreal, which is far from California as it is, but when tracing the IP in step 8, I'm noticing that IP is from Paris, France and belongs to http://www.gtt.net. Step 9, the IP bounces back to New York, but the slowdown occurs when it bounces from step 7 (Virgina) to France. Why in the world would is it going all the way over there in the first place? I play on PS4 by the way so WTFast is not an option for me. Not even sure if a VPN would help with the signal being bounced halfway across the world. Any input or explanation from a tech perspective would be greatly appreciated.
