The character limit is absolutely idiotic.
Even w/o long quotes I often run into it while trying to formulate a decent answer.

As for the daily post limit: probably an anti trolling measure so SE can be stingy about hiring CM staff.
There's probably one lonely dude sitting in the basement, moderating these forums and that's it.
