Now all the streets are crowded with only Cactuars, as people are afraid of going out of their home because of needles. A group of Cactuars even founds a gang that rules the streets under their law. They start invading the streets of Ul'dah too and some years later the Sultanate is composed of only Cactuars, while the 5 races are reduced to slavery. Eventually the Cactuars defeat the Garlean empire and become the strongest power in the whole Hydaelyn.
