Just had a very obnoxious "healer" (quotes, because she seemed to be thinking she was tank) in the duty roulette. It came to the point where she was voted to be kicked - twice. And after both, she popped right back in (not only with a condescending and downright rude tone to boot, but even refusing to do any sort of healing for the rest of the dungeon), effectively rendering the vote dismiss function useless.

Players who quit a duty because it doesn't fit them (one way or another) are penalised with a 30min lockout from registering for duty again. Players who initiate a vote dismiss are penalised with a 4hr lockout from initiating another one again. Bearing this in mind, I fail to see why those who are kicked out can queue again right after being dismissed and are not punished in any sort of way - if anyone, it should be them to get a lockout a least, because they've obviously done something that caused a conflict big enough for an agreement that they shouldn't be playing. And not only are they not penalised, but they can pop right back in the same duty they have been kicked from and still get the tomes and possibly even the loot for the kills, making their "efforts" effectively rewarded.

Please consider this and make appropriate adjustments.
