FFXIV is acting weird for me...

So whenever I start my game up after logging in on the patcher, the title screen looks like this for some reason:

After hitting start the character select screen is fine, it returns to the regular background it's supposed to be and nothing is wrong there... but in-game all of the effects are turned off.

All the options for character effects are up to full but I can't see anything at all including the glow on any weapons/gear, skill animations such as protect or self buffs, I couldn't even see the orbs for the 2nd boss fight in Tam-tara Hard or the little black holes they come out of. It was working fine a day or two ago but I did try forcing the vsync on my AMD control center to try something with another game but it didn't work and I put all the settings back to default. I've tried restarting but nothing happens and no other game has this problem at all or anything wrong with textures. Anyone know about this?

I have an AMD Phenom(tm) II x4 965, and the video card is an AMD Radeon HD 7800 series if any of that makes a difference.
