Shouldn't you consider this when marketing over seas?

Perhaps, but that still doesn't make it a server problem. They could add a cluster that's more convenient for south american and Australia, but that doesn't mean the servers themselves are bad. Despite the fact many people seem to think that's the problem. The servers have been stable outside of patch nights for quite a while now.

Also, the poor interconnects between the backbone providers isn't something SE can do anything about, and it's a condition that changes year to year. You can't exactly up and move the whole data center because the internet starts working poorly. As far as we know they evaluated the internet and data center and everything looked good at that time. It's easy to go back with hindsight and act like they should have known, but it probably wasn't a problem when they picked that data center.
