Hmmm... So you can't see the NPC from the Aetheryte @ Tranquil then, so essentially you would already have to know the positions that NPCs spawn in order to find them and participate in this event. Not a very smart idea.

Maybe I'll just try camping Tranquil rather than Uld fountain (and hoping), I really just want to get these achievements before they are removed.

The Outrider NPC that appears outside of the camp only appears when an assault is happening. Ryosia appears right at the camp, signifying the event is taking place. The Outrider is not that far away from the camp, and you have a fairly large window to find the Outrider. I showed up at kind of an off-time and had no troubles. Ryosia said they were "nearby," so I just did a loop on the outskirts of the camp and then boom, found it.
