Neither of which has anything to do with alts on your own account. They could have the rule be that Friends and alts can send you mail, or that your alts are automatically included on your Friends list, or any of probably dozens of other possibilities, none of which would allow RMTs to send you anything unless those RMTs were alts on your own account. Transfers within a single account are completely different than transfers between accounts and don't involve any of the same RMT issues. It's not a request to freely transfer items to anyone and everyone. It's specifically a request to be able to freely tranfer items between our own alts.

Exactly, but as soon as they allowed that people would spend $2/month for 8 characters (16 retainers) instead of $2/month for EACH retainer. They're not stupid, they know people don't have enough space and a lot are willing to drop an extra $4/month for that space.
