Just make an instance system, entry has low barrier and upgrades has high barrier with some sort of devaluation over time (so that high barrier that is for people who play work weeks in the game is not always that way for people who don't, casual safety-net).

There is no need to make whole houses freebies* if they just used the right systems XD. Also I've never seen that version of the troll face before, I'm scared..

*You said FC rooms, but FC rooms don't allow gardening, chocobo stuff, and can be tossed into the winds if you are kicked out of the FC. I don't think FC rooms would be a good idea as the system to be "personal housing". Though if the house was moved to your GC if kicked, and you could garden I suppose it might work out ^^ (size upgrades needed too though cause, /greed lol)
