After all, if dividing that sum up evenly results in a horribly low sum, then it's clear that a far smaller number have the Lion's share of the wealth. Thus, only a few are considered 'rich' while the majority should be considered poor. Even taking into account active accounts versus inactive, it's still a pitiful sum of gil overall which only goes to show how out of touch they must've been when working on their maths.
What he's saying is they used REAL statistics...a proper distribution...rather than a flat average which would have generated that low number per person. They DID nix the outliers on both ends of the gil spectrum and probably generated a window of 1 standard deviation on either side of the mean to use for targeting the pricing for the small houses.
