    Regarding the Novus

    I was wondering do the Novus weapons come with primary stats by default and the materia thing is just to boost these stats or add different stats to the existing ones

    or do we have to start from scratch and the INT/VIT thing is just a placeholder?

    Your base stats, I.E. INT/VIT, will already be there. The materia you are adding is strictly for your secondary stats. Crit, Spell Speed, Det, etc.

    The VIT and the other primary stat comes with it.

    For example making my Thyrus Novus, I don't have to worry about infusing VIT and MND.

    It's the secondary stats will be starting from scratch, even if they're already present on your weapon.
