bug in a quest

hi,i'm a lvl 50 paladin . i have a problem in a quest of lvl 47.
see i finished all my story mission quests .
and im now tring to do a sub quest
"Zombies Are People Too" from npc " Hab " . in web sites i googled told me that after story quest
of lvl 46 " The Black Wolf's Ultimatum"
another npc " Arenvald " will have a side quest " What's it to you " then the npc " Hab "
will have the quest " Zombies are people too " .i went to arenvald he does not have
the quest for me . is it a bug or there's something that i'm missing here? please help me i really need to do
this quest .
